This message has been there now since the Beta Zone exists. And I still see no reason why people from whatever country should not be able to become a member.

You will not see it in the consumer area, you have to go through the developer's portal.

I sent off an email and long story-short, the beta program is closed, but may open in the future.

Well it isn't as if I don't have enough to do now.

BlackBerry DevBlog has announced a BlackBerry tablet os closed native SDK beta. There is a link to an application to participate form in the article. It seems to be aimed mainly at game developers, but it doesn't explicitly exclude others.
