Here's the scoop: There are two files where you're looking. One is the "complete" application (4.2) which includes the device manager. The other is "just" the device manager (SP1).
If you want to have the latest & greatest device manager, you'll need to install IT first (that is, install the SP1 file first). THEN install the "complete" package.
The installation software for Desktop Manager is smart enough to notice that there is a newer component (in this case, that SP1 version above) and not squish / overwrite it.
If you do this in order (SP1, then the "complete" package) at the end of all of this, you can do a Help/About and you'll see that the device manager application is, in fact, at SP1 levels.
NB: However - it STILL doesn't work with Office2007 beta, just in case anyone is wondering. I'm pretty sure it has a lot to do with Outlook2007's great new contact record format. Everything else sync's just fine except new contacts - especially contacts with pictures in them.
