Issue with BES

BES 4.0.7.8 Windows Server 2003 SP1 Microsoft Exchange SP1
I have a BES with 473 users on it that up until last Thursday was functioning properly. Some, but not all, users started seeing the messages marked as read in Outlook were not being marked as read on their devices. Then we had a user who is traveling in Venice, Italy call in saying that he is not able to send\receive messages on his device.
Checked out the Stats on the user and there were no pending messages but his last contact time had been 10 hours. He can get to the internet on his browser and GMail will flow into his device but not the company mail. Once we reboot the server, a flood of messages start being sent to his device. The user will not do a full wipe and reprovision, and i'm not quite sure he needs to since everything works after the server is rebooted. Anyhow, I can't just keep rebooting the server for this one user and affecting 472 others. Any advice?
