Default Migrating Contacts from a Bold to a non BES Tour

Our "Boss" (VERY VIP) was unhappy with his AT&T Bold that was running on our BES 5.0.2 because it would drop to many calls (I know, that is a carrier thing). So he went out and got a Verizon Tour to for phone calls. Now he wants all his contacts migrated over. Both phones use SIM chips, only the Bold 9000 is activated on our BES, the other is set up for BIS for now (if he likes it enough he will drop the bold and only use the tour).

From how I understand it, the contacts are stored on the SIM, and the carrier has to move them to the SIM on the new phone. Am I wrong in thinking this?

I tried doing a "back up" and "restore" to the new phone, but the address book is locked as a "Read Only" and won't copy. We debated activating the Tour long enough to get his contacts off outlook, then reactivating the Bold, but I don't know what issues that will cause with it being a BIS phone. Any idea's, thoughts or suggestions that may help me to "save the day" from his Secretary having to manually move every one of his contacts?

Yes, you're wrong. Contacts are stored in device memory, not on the SIM.
They are also wirelessly synced when the device is activated on a BES.

Doesn't sound right. I think you might be doing something wrong here.
If the Tour isn't activated on your BES, then the Address Book database should not be read-only.
You shouldn't have any problem backing up the Bold Address Book and restoring it to the Tour.
Make sure there are no Contact lists on the Tour that are set up for Wireless Sync.
If they are, you need to disable that first.
