Hey Jadey, did you ultimately get this to work?? I recently bought a BB 8120 off ebay and have been having this same problem with it.. it doesn't happen to all contacts but only some.

There is nothing in common between the friends that I can't add, some of them are international, some are on my same carrier... not sure what I can do, thinking about just wiping the phone and re-installing the OS since I just got the phone (not much on it yet). I'll give it a go, but I was wondering if you got it figured out?

What fixed it?

1. Wipe both handhelds
2. Connect to jl_cmdr and use the "reset to factory" option
3. Add in BBM (worked)
4. Reactivate each device against their respective BES

Hmmmmmmmm.
I will see whether I can apply this "fix" to another one of my "problem" contacts - thing is, it is a lot to ask someone to factory reset their BB to test a BBM issue, lol.
I actually wiped my handheld, installed the newer OS for T-mobile so its 4.5. I added BBM in and its still doing the same thing... the weird thing is its not consistent with the people that it does this to! sooo weird!

I've installed the new BBM 5.0, lets see if that works.

SOLVED

Ok, not sure if this will help anyone else.

I called up RIM to fix this and we tried a bunch of things, nothing worked. Finally, they told me to "Compose PIN Message" to one of the users who are not registering on BBM. I did that, and it showed the check mark with a "D" meaning it was delivered. I asked my friend and she said she got the message, she read it and replied, but the D never changed and I never got their message. I tried this with all the people who wouldn't register and the same thing happened. I told the people at RIM and they said they knew what the problem was and that it would take 2 days to fix.

Its now fixed I'm not exactly sure what it was, I didn't ask them to explain probably should have, but its working now!

I have a tech support contract with RIM.

I never got a solid fix on this. One by one my buddies with BBs I could not BBM changed devices, and so far, the issue has not reocurred.

Plus I am running BBM5 now, which is quite a version change.

I think I'll just leave it.. I have the problem with 2 people. They can't receive my pins and they don't receive my BBM invitation.. I'm also running BBM5. Nothing changed.. Tried uninstalling and installing, didn't work.

If your device or theirs is registered to a BES and the BES is not properly configured, it can affect being able to add contacts. I had this problem with my previous corporate device and was unable to use PIN-based messaging with anyone outside of my BES.

None of the devices are registered to a BES. Any other solutions?

Are you sure these contacts have a BlackBerry data plan?

I'm sure this is an undefined bug. I even had RIM testing it, they could not fix it, and said no more about it LOL

Default Situation: Both remain in eachothers pending, cannot add eachother

Okay reading through all of this and doing everything I could I could not get this to work, though now it is fixed, ill tell you my situation in hope that it helps someone.

I'm in Australia and my friend is in Mexico, everything worked fine the moment I started using bbm, until while chatting it was noticed that she could receive everthing I say perfectly fine but I could not get any of her replies.
She could chat to other contacts just fine, as could I, so after awhile we suggested I delete her and re-add her, from this point on it was impossible to get her back in my friends list, I sent a request and she accepted receiving 2 versions of me in her list but it would still say pending in mine, she deleted both of the 'mes' and I deleted the pending then she fired off a request, nothing on my end at all, I didn't block her by accident I even unblocked everyone in the ignored list knowing none of those pins were hers, I could add a picture in a group and she could see it and reply on her end, but just won't appear on mine, I could send pins but couldn't receive them back, and from here the best we could get was just having eachother in pending, we were using msn at the time on our bbs so there's no connection issue, just a bbm issue, to eventually remedy this problem she backed her contacts up and added just me, this time I got the request, accepted and everything was back to normal even when she restored her other contacts.
