You're certainly not "forced" to use BES. Plenty of people use BIS and are perfectly happy with it. However, if you want features enabled by BES then you do need BES.
It's not "RIM forcing its clients" either as much as it's Microsoft using its typical tactic of undercutting its competitors by throwing in software for free to boost sales of their own products. Even with ActiveSync being included I wouldn't consider WM. The devices are simply too unreliable (certainly from an IT perspective) based on my experiences and they're severely lacking in centralized management. Again, you really need to consider everything and not just the upfront pricing. IT staff, their time, and user dissatisfaction and frustration -- despite the common misconceptions -- aren't free. We are able to use only two members of our IT staff to support hundreds of BB's in our organization and BB support duties are only part time for them. That's definitely worth more than just "free OTA sync". However, YMMV depending on your specific needs and preferences.
