Well for the 8900 the wallpapers should be 480x360.
To resize pictures that scale perfectly to 480x360, such as 1600x1200 pics, I just use a command line app that comes with ImageMagick, called 'mogrify'. It allows you to bulk resize images.
Though if you try using that on an image that is say widescreen, it will stretch and make the rezised image look like crap. So for images that do not scale perfectly to 480x360, I use Gimp. This way I can manually scale, cut, and crop the images to get a perfect, undistorted image. While this is time consuming, they come out looking great.
