Default idle time in JDE 4.6.1 and 4.7

Whenever i request the idle time on a simulator in JDE 4.6.1 (Blackberry 8900 simulator) or in JDE 4.7 (Blackberry 9500 simulator, Blackberry 9530 simulator) by calling:
DeviceInfo.getIdleTime()
it returns zero.

When placing a breakpoint and waiting a few seconds the same call returns a value larger than zero!

In lower JDE's I have not run into this issue.

Does retrieving the idle time on a real Storm also always return zero (when not making use of the debugger)?

Is there a known alternative (different from the above mentioned call) of retrieving a device's idle time?

What actually is idle time? What actions apart from user interaction with the device result in an idle time being set to zero?
