Have you tried setting your APN?

To change/Set APN, on your phone go to Options - Advanced Options - TCP.
and key in the following values from below.

Cincinnati Bell
APN: wap.gocbw.com
Username: cbw
Password: (leave empty)

This has worked for many of our users
