I traveled to CR in November and used my unlocked ATT bb with a local sim card. I only used it as a phone - we had free wifi at the hotel.
Signal strength was fine in most developed or tourist areas. But do not expect to find connection in the rain forest .

Thank you for info. In CR I have to find out if BB can be unlocked if I buy in CR. Free trade is in 2011 and 3 new cell company will be allowed to operate we are told, that is why I am checking out before I buy here in CR. I know a local BB work OK in CR but will it work in USA and Canada?

Yes it will provided ICE has roaming agreements with the US and Canadian carriers.

I will be going to Costa Rica and will have a Storm 2 from Verizon. What is the best way to use it for internet access at the least cost? The Verizon cost to add CR is very expensive

Most hotels have wifi for their guests. Plenty of hotspots too.
