I am running 4.4.1.17. Is 4.1.4b newer? If so, what is the upgrade process?

There's is no version 4.4.1.17 of BPS.
Where are you seeing that? Can you post a screenshot?

4.1.4b is the most recent version of BPS.

1.On the taskbar, click Start > Settings > Control Panel.
2.Click Add/Remove Programs.
3.In the list of programs, click BlackBerry Enterprise Server.
4.Click Support Information.

The newest version number as of this posting is 4.1.4 (Bundle 183).
