Yes, the amount of time that your phone rings before the call goes to voicemail is preset by the carrier. The default time, is usually set at 20 seconds, which "some" carriers have a way of changing that, while others like Verizon for one, no longer allow increasing the ring time........ AT&T, and T-Mobile both allow their customers to change the amount of ring time up to 30 seconds by going through customer service or punching in a code into their phones.
With AT&T I was able to increase the ring time to 30 seconds myself by dialing **61* (enter voicemail # here) ** 30 #. Last month when I still had Verizon, they told me they no longer set their customers ring time past the 20 second default time............. Contact Bell, if this is who you have service with and see what they say about it.
