Active Directory Administration

A little over a year, I began a search for a BB based tool that would allow Active Directory administration. Specifically the ability to unlock user accounts for our on-call staff.
My research lead me to a thread on these forums regarding what was at the time, Idokorro Mobile Admin. I downloaded the software and ended up purchasing licenses.
As licensed users of Mobile Admin know, the company was either bought or renamed to Rove. And over the last year they've reworked their licensing model. Initially, that was a good thing, because we were no longer limited on the servers that could be accessed. However, the per-user cost of the license has went through the roof.
I have a quote from last week to add six users to our current license. That was was just over $11,000.00. My management went through the roof. That amount is almost 100 times what we paid for our current six licenses.
I've exchanged emails with the guy at Rove who sent me the quote. He cited all of the features they've added as justification for the increased licensing cost. Specifically mentioned was the integration with Remedy Help Desk. That's all fine well and good, but we don't use Remedy. Nor do we use 95% of the extra features they've added.
So now I'm back to the drawing board and am looking for a lower cost tool that will provide us with similar functionality but without the extreme cost.
Any suggestions?
