The best way to fix it is to toss the device and get a new one. The 9500 series is notoriously bad in most aspects, the touch screen being one.

Have you dropped it, gotten it wet, or otherwise possibly damaged it internally?

Do you recall the last thing you did to the device just before this happened for the first time?
