To be able to render/read/write Arabic, Hebrew or Russian on a BlackBerry handheld device you just need to install a multilanguage version of the firmware release. Usually the ones where the file name begins with 8300M or 8310M or 8300M contain the language files for most latin letter based languages and also for Arabic, Hebrew and Russian. M is for multilanguage. StarHub Ltd. for example provides a multilanguage version of the firmware at BlackBerry. The file name is 8300M_PBr4.2.2_rel222_PL2.4.0.53_A4.2.2.114_Starhu b.exe.

If you have a newer release installed on your device, you could try to extract the language files from this release and install only these files to your device, but it is no guaranteed that this will work without any issues.
