Default "Hard reset" frees 3MB of storage space?!

Using a 7290. Has anyone else encountered this? Handheld has been pretty sluggish lately, even when I don't run anything in the background. Wireless sync is only activated for messages and calendar. Nothing different from usual but just too slow. I deleted old messages and it sped up a bit, but free space was just over 14MB (before deletion was about 13+MB).

I thought I'd just hard-reset for the hell of it to see what gets cleaned up, and to my amazement I got 17MB of free space left now! Is that bad memory management for RIM? How did 3MB get locked away when it wasn't used for anything? I didn't have anything running in the background, and now I still don't!
