The good thing about BES is it doesn't have this sort of dependency on SQL. Email will continue to flow even if the SQL server is down / unavailable (but don't restart a service if SQL is unavailable as it won't start up).

I still think task 1 should be restart sql, task 2 restart bes.

How many users do you have total? average mail file size?
