The reason is because T-Mobile doesn't have A-GPS locked down. On Google support pages they have stated the problem lies in the fact the application tries A-GPS and when that doesn't work it skips to cell triangulation. Google admits it is a problem in the software. The GPS is unlocked, google is aware of the issue and will release an updated app soon.
The GPS on the Storm is unlocked, I have other apps that use the GPS just fine.
