I also just got my BB8700 here in Mexico, with Telcel. I can receive SMS but cannot send. I have even configured it for email and send/receive is working fine. But I can't send SMS.
Telcel customer service asked me to check the Service Center number (+5294100001410), but it's correct.
Somewhere on the Internet I read that you need to ensure FDN is deactivated, and I have it off.
Also, I took out the SIM card and put it in my old phone, and I can send SMS without a problem (so it's not my SIM or my service)
Any ideas?
