I've got no problems with re-activation as all you need to do is re-enter your password on the BIS website once every 90 days plus--you also get an email reminder before you need to do that (I've read that somewhere). As for your issue with the "From Mail Name" not appearing on emails sent from your BB, make sure to set the "Your Name" correctly on your Hotmail account on the BIS website.
