only congestion would be cell phone to cell tower, which would result in dropped calls, dropped data packets, network speeds are more device specific then anything. and which would indicate a speed test cant be done.

att, verizon and sprint all 3 backbone the internet.

which is where most cell phones calls travel through, till they hit a pbx and get dumped into the local calling area landlines.
