Unless your Visa account is restricted to debit by your bank or card provider, generally Visa debit can be used as a credit card. looking at the offering from Standard Charter in Pakistan it is connected to your bank account and if you select "credit" it will debit from the account. this is only one bank but you may check with yours and see if they have restrictions other don't seem to have.
