What's the OS version on the handheld? If it's 4.2 or higher, you can block BIS messages with an IT policy. You probably need BES 4.1 or higher to do this as well.

If it's lower than 4.2 on the handheld, the only thing you can really do is force BIS replies to go through BES/Desktop email. You won't be able to prevent BIS message delivery to the device.

Also doesn't matter if he set up BIS before or after you configured on BES.
Even after it's configured on BES, the user will still be able to set up BIS by going to their BIS portal for their carrier on the web.
