Correct. The vendor ID..for example is what chooses what vendor themes will load. When we modify the Blackberry.alx file, we simply tell the loader to install all the themes since they are no longer "tied to specific vendors" as per the ALX file.

As for options such as UMA and what not, those are not modifiable in the OS itself and it is the Vendor Code which chooses to enable or disable those features.

Because the engineering OS is not tied to a vendor, all options, including the added engineering menus, are added to the functionality of the device unlocking any and all features within the device.

When I was playing with the Kickstart a couple of months ago, the Engineering menus were enabled. Lots of different field testing, UMA on or off capabilities etc..
