My suggestion is that you call Alltel and confirm one way or the other and report back here. Since you don't have the option to "refresh" under the GPS menu, I think you will find it is so, and that they will require you to subscribe to TeleNav for the GPS to be enabled.

I called Alltel, after 15 minutes on hold I gave up and sent an email to CS @ Alltel.
