Hmm, perhaps because providing a download link would be an illegal activity (DMCA) that could legitimately cause BBF to be held liable for providing the means for such a transaction? I mean, sure we could allow it, however at the expense of causing over 4 years of hard work by many of us to go down the drains? Sure, that would make a lot of sense and would definitely be worth it, right?

The decision was made to allow discussions about it without the providing of links, even providing a separate forum for these discussions as to remove them from the actual here-and-now discussions in the various forums. People have the beta OS's and that's a reality most of us know very well, so why not let them discuss the bugs, workarounds, and experiences amongst each other? If anything, it helps broaden the general testing pool for RIM in order to find other bugs, despite the grey area nature of how those persons obtained the releases installed on their devices.

...what would really make a lot of sense if you'd take the time to read the sticky/announcement threads in the forums that pertain to this particular subject.

Lastly, this thread will be closed, as it really has served no value aside from showing someone they were bragging about acquiriing software released nearly two months ago.
