SMS messages are actually processed by a third-party (most carriers use the same provider), which is the reason for a portion of the charges. With that said, ALL BlackBerry devices come enabled with the option to send SMS over GPRS. When the 7100 was first released (which was the first to have the Oz SMS-based IM client), this option WAS allowed. At some point, it started being rejected. Calls to T-Mobile supported resulted in the conclusion (based on offline discussions with T-Mobile reps) that it was a billing issue (SMS messages, which carriers can make a fortune from with its rise in popularity and archaic pricing structures, could not be charged if converted to data). There were no known technical reasons why this functionality was not supported. I'm not sure about other carriers though.
