Well, as you may know being a T-Mobile customer, the regular data plan is the same price as a Blackberry plan. Both $40. So, even with a Windows Mobile device you still pay the same. If you're stating that there may be more user friendly apps not requiring data on a Windows Mobile phone though, it's sort of correct. I had a Blackjack 2 for over a year and most apps for it resemble BB apps in the fact that you need data. Otherwise, I'm sure there are plenty of games and stuff that will work on it.
But, I had the same situation with Blackjack 2. No data meant a lot less apps. It will work though on pre-paid data plans like AT&T offers where the BB doesn't.
