The only sanction for most of that time was a total embargo by the US. Then in the last 20 years there have been more sanctions 1988 there were financial sanctions against their banks operating internationally. In 2000 we eased some of the sanctions in return for them slowing their long range missile program.

I still think all of this is a negotiating tactic to get the world to one: end the Korean war and second: open up and trade with North Korea. Those along with a deterrent to prevent the US from invading is what Kim is after. Diplomacy is far from dead.
