Is this a work PC? The BB probably wants to take the drive that your network is currently using. Connect the BB and restart the PC WITHOUT logging into the network. Let the BB take the drive letter...

I had the same error once, I had Desktop Manager running at the same time. Then my Macafee kicked in and blocked the app loader install. Once I allowed it and shut DM, THEN ran the upgrade it came...
