That is correct. With a voice plan BIS is $19.99 and BES, I believe, is $29.99.

AFAIK, this is the way that BIS works. It is possible that Yahoo has a special arrangement with RIM, but I know with other providers such as juno or hotmail if you don't have POP3 access you can't...

Probably just me, but from what I have read in this thread the upgrade to 2.0 doesn't seem directly connected with the price reduction. I don't think you will get it unless you ask for it.
