How is your email configured? BES? BIS with gmail, hotmail, exchange, pop, imap, none of the above?

The most common reason messages deliver to just one client is using POP with a delete command...

What's the IP on the router? The repeater? What's the default gateway IP for the subnet? Are all the subnet masks the same?

Do your users need to tether away from the office?

If not, just completely disable tethering.

If so, I suspect it would be easier to attack it with a location profile on the computer.

I think you need a third party app. I use Message Alerts for this purpose - I've written about it elsewhere, but in brief it let's you create filters to customize alerts on contacts, subjects, time...
