Does this upgrade the Blackberry browser?

Specifically, the Curve 8900 has a browser config option as to which type of CSS files to use. The 8330, earlier OS, does not. You can turn on CSS but it just interprets the "screen" style sheets...

Is it possible you have downloaded the file to your desktop and then not run it?

You have to unplug your BB, close the manager, and run the executable you downloaded. It will unpack some files...
