Have you tried making a call with the Orange SIM inserted? It may connect to the network but not be able to make/receive calls if the IMEI has been blocked.

After you type MEPD before you tried typing MEP2, what was displayed on the screen?

If it said "Network - Disabled" then that means your phone is already network unlocked, which...
