Matt, we have the same issue and but it only took 3.5 hours on the phone for them to id this as a Microsoft fix in progress...
I just have to tell users to be patient.

Guys, just wanted to give my 2bits.
I just changed my filters. As in "if no filters apply, send email to handheld=NO".

This I can do on the handheld and can set it anywhere.
