Sure, but you can get data plan on pre paid card (with some MB limit, but it is usually enough for mailing, chating and some browsing, esp. when you combine it with wi-fi).

Without BIS or BES you can still use your BB....

Without BIS or BES you can still use your BB. Just set the APN in Settings. You can get push email, web browsing (BB browser and Opera), use instant messengers, Facebook app etc. Just dont be lazy...
