I was checking the help-->legal on Sprint's BIS site. It has always stated based on BIS 2.0, now that is gone. It doesn't specify a BIS version...

Huh? The 8703e does have tethering functionality. I use it on my Sprint 8703e all the time, as it's included in the BB plan. Verizon does offer it, but at an additional cost.
